Nuclear Crisis in the USA, Korea and the Solution

Introduction


Marshal Island to Alaska-missile test in 2005 and 1954 by the US Government indicates that other countries have the right to have missile tests to defend themselves, considering the criti-cal war mongering psychosis of the few power holders.

It is the matter of psychiatric decease the some enjoy killing 2 millions in Vietnam for irra-tional reasoning and justifying the criminal pleasure of killing innocent people for their own concepts of 'so-called' free democratic market economy, which enslaves and annihilates the people of some countries like the case of Vietnam and other countries..

Nuclear tests (Hydrogen bombs) in Marshal Islands on March 1, 1954 destroyed the life and the natives had been misused for biological experimentation for cancer, etc.

According to the KCNA (Korea Central News Agency, Pyongyang) on May 11, 2005,
North Korea would re-start the construction of the 50,000 KWe and 200,000 MWe Nuclear Power Plants in Youngbyun and Taechun, which originally began in 1994 and temporarily closed down by the end of 1994, on the basis of Agreed Framework of Geneva in 1994.

North Korea has the right to have the Nuclear Power Plants for the human rights of the hun-gry people's devastating shortages of energy for industry and agriculture for food. Shortages of energy were partially caused by the US operations to block the nuclear power plant con-structions in North Korea. And US has been so far successful on sanctioning the nuclear power plant constructions in North Korea, which eventually became one of the critical causes of hunger, and critical violations of human rights for food, energy and basic needs of the dy-ing people, of lack of food, and energy for productions.

President Eisenhower started the proliferation of nuclear energy and nuclear power plants for peace of world , particularly for the poor and hungry and weak two third of the world. He said that the enemy of the peace in the future would be the Military Industrial Complex. In 2005, one of the major causes of the annihilations of the innocent people of some two million in Vietnam was the decisions of White House, in 1960s. Another massacres in Korea should be prevented in a wise way, in 2005, by the way of psychiatric healing of the power leaders and reorientations of their immoral and irrational values on "freedom" and "democ-racy" only for their own kinds of exclusive people with GNP per capita of some 30,000 dol-lars(US) and the desire to accumulate the millions and billions of dollars of wealth out of the war mongering business for the so-called "peace and life" of the world.

Chapter 1. Possible Solution

1. Ideal solution: Denuclearization

Complete Verifiable Irreversible Dismantling of the Nuclear capabilities of the USA, Russia, China, U.K and France should come first. Dismantling of the Japan's nuclear capabilities in-cluding the reprocessing plants should be the second stage of nuclear peace.

War-time power of Korea should be ratified by the National Assembly of Korea in a way that 'Korea has the war-time power again, and Combined Forces Command and UN no longer has the right to claim the war-times power indefinitely in Korea'.

Under these conditions, DPR Korea should disarm the nuclear weapons, multi-laterally, to-gether and at the same time with the nuclear weapon haves in the world.

Japan has some 4.5- 52 tones of Plutonium, they say. S. Korea should accumulate the same amount of nuclear materials and reprocessing plants for the future potential energy shortages and also the potential invasions or first strikes or pre-emptive nuclear attacks by Japan in the future.

Japan is one of the major threats in the past and now, to the peace in the region of North East Asia including the peace of North Korea.

2. Practical Solution: Pakistan model?

Major aspect of the Human right for free economic activity for minimum survivals and basic need of the poorest of the poor, has been violated by the economic sanctions of the USA, Ja-pan and other countries against the people in the DPR Korea.

South Korea should have the nuclear capabilities of the same level of Japan, to defend South Korea, from potential conflicts, invasions, pre-emptive attacks, and first strikes under the new military strategies, while Japan has claimed the Dokdo Island.

More Practical Solution is to apply MFN (Most Favoured Nation) to North Korea by the US, like the case of China-US trade. and North Korea can be the de facto recognized Nuclear re-gime.

Double standards of NPT CTBT and US policy on nuclear 'New Agenda Group'( uranium enrichment programs of Japan, Germany, Netherlands, Brazil Argentina) South Korea should have the uranium enrichment plant and plutonium reprocessing plant for future energy and join the New Agenda Group.
North Korea should pay compensations, reparations, and say apologies on some 15 abductee Japanese, and at the same time, Japan should pay compensations, reparations on the 150,000 to 200,000 Military Sex Slaves during the pacific war and Japan should return the bones and remains of the dead, and Japan should pay compensations, reparations on the Korean men, abused, and killed in the Pacific War. Probably, Japan should pay at least 10 billion euro to North Korea for these war related crimes.

3.Lessons of Vietnam :Violations of Human Rights.

Invading into North Korea by the U.S and Coalition Forces would be the same mistake like the case of invasion into Vietnam in the 1960s and '70s. Million people, innocent and non-combatants mostly would be killed. It was the basic violation of human rights, by the irrational war crimes with wrong political decisions, wrong analysis, wrong interpretations. Most of the war crimes were committed by the so called 'superficial Christians', and or the countries with largely Christian populations.

4. Psychological warfare with OPLAN 5030, and OPLAN 5026,5027, 5029, are again not pragmatic and irrational. Koreans both North and South should never become victims of the Japanese, coalition forces with Japanese Forces of any kinds. It is human right violations, making Koreans, both North and South, scapegoats, victims of the nuclear super powers.
Human Right Acts of the US and its operations worsen the quality of peace and endangers se-riously, rather than enhancing, the human rights of the people of Northeast Asia and of the world.

5. South Korea should develop thermonuclear energy with detero hydrogyn and tritium, (H + H => He), for future energy and also to defend the life, comprehensive security and peace of the Korean, both North and South, including the project KSTAR, and or ITER with EU and France etc. It is worth to invest some 5 billion Euro, by Korean government.

Korean Central News Agency (BBC translating) ("NKOREA'S STATEMENT IN FULL", None) The following text is the full statement released on Thursday by North Korea's KCNA news agency. North Korea refers to itself as the Democratic People's Republic of Korea (DPRK). Pyongyang, February 10 (KCNA) - The DPRK Ministry of Foreign Affairs released a statement Thursday to clarify its stand to cope with the grave situation created by the US hostile policy toward the DPRK.

The statement says:
The second-term Bush administration's intention to antagonize the DPRK and isolate and sti-fle it at any cost has become quite clear. As we have clarified more than once, we justly urged the US to renounce its hostile policy toward the DPRK whose aim was to seek the latter's "re-gime change" and switch its policy to that of peaceful co-existence between the two countries. We have closely followed with patience what policy the second-term Bush regime would shape after clarifying the stand that in that case it would be possible to solve the nuclear issue, too.

However, the administration turned down our just request and adopted it as its policy not to co-exist with the DPRK through the president's inaugural address and the state of the union address and the speech made by the secretary of State at the Congress hearing to get its ap-proval, etc.

The remarks made by senior officials of the administration clarifying the official political stance of the US contained no word showing any willingness to co-exist with the DPRK or make a switchover in its policy toward it.

On the contrary, they have declared it as their final goal to terminate the tyranny, defined the DPRK, too, as an "outpost of tyranny" and blustered that they would not rule out the use of force when necessary. And they pledged to build a world based on the US view on value through the "spread of American style liberty and democracy."

The true intention of the second-term Bush administration is not only to further its policy to isolate and stifle the DPRK pursued by the first-term office but to escalate it. As seen above, the US has declared a new ideological stand-off aimed at a "regime change" in the DPRK while talking much about "peaceful and diplomatic solution" to the nuclear issue and he "re-sumption of the six-party talks" in a bid to mislead the world public opinion.

This is nothing but a far-fetched logic of gangsters as it is a good example fully revealing the wicked nature and brazen-faced double-dealing tactics of the U.S. as a master hand at plot-breeding and deception.

The DPRK has clarified its stand that it would not pursue anti-Americanism and treat the US as a friendly nation if it neither slanders the political system in the DPRK nor interferes in its internal affairs. It has since made every possible effort to settle the nuclear issue and improve the bilateral relations.
However, the US interpreted this as a sign of weakness, defiled the dignified political system in the DPRK chosen by its people and wantonly interfered in its internal affairs. The US, turn-ing down the DPRK's request to roll back its anti-DPRK hostile policy, a major stumbling block in the way of settling the nuclear issue, treated it as an enemy and, not content with this, totally rejected it, terming it "tyranny." This deprived the DPRK of any justification to negoti-ate with the U.S. and participate in the six-party talks.

Is it not self-contradictory and unreasonable for the US to urge the DPRK to come out to the talks while negating its dialogue partner? This is the height of impudence.

The US now foolishly claims to stand by the people in the DPRK while negating the govern-ment chosen by the people themselves. We advise the US to negotiate with dealers in peasant markets it claims they are to its liking or with representatives of "the organization of north Korean defectors" on its payroll if it wishes to hold talks.

Japan is now persistently pursuing its hostile policy toward the DPRK, toeing the US line.
Moreover, it fabricated the issue of false remains over the "abduction issue" that had already been settled in a bid to nullify the DPRK-Japan Pyongyang Declaration and stop any process to normalize diplomatic relations with the DPRK. How can we sit at the negotiating table with such a party?
It is the trend of the new century and wish of humankind to go in for peace, co-existence and prosperity irrespective of differing ideology, system and religious belief.

It is by no means fortuitous that the world people raise their voices cursing and censuring the Bush administration as a group pursuing tyranny prompted by its extreme misanthropy, swimming against such trend of the world. We have shown utmost magnanimity and patience for the past four years since the first Bush administration swore in. We can not spend another four years as we did in the past four years and there is no need for us to repeat what we did in those years.

The DPRK Foreign Ministry clarifies as following to cope with the grave situation created by the US hostile policy toward the DPRK:

First. We have wanted the six-party talks but we are compelled to suspend our participation in the talks for an indefinite period till we have recognized that there is justification for us to at-tend the talks and there are ample conditions and atmosphere to expect positive results from the talks. The present deadlock of the six-party talks is attributable to the US hostile policy toward the DPRK.
There is no justification for us to participate in the six-party talks again given that the Bush administration termed the DPRK, a dialogue partner, an "outpost of tyranny", putting into the shade the hostile policy, and totally negated it.

Second. The US disclosed its attempt to topple the political system in the DPRK at any cost, threatening it with a nuclear stick. This compels us to take a measure to bolster its nuclear weapons arsenal in order to protect the ideology, system, freedom and democracy chosen by its people.
It is the spirit of the Korean people true to the Songun politics to respond to good faith and the use of force in kind.

We had already taken the resolute action of pulling out of the NPT and have manufactured nukes for self-defence to cope with the Bush administration's evermore undisguised policy to isolate and stifle the DPRK.

Its nuclear weapons will remain nuclear deterrent for self-defence under any circumstances.
The present reality proves that only powerful strength can protect justice and truth.

The US evermore reckless moves and attempt to attack the DPRK only reinforce its pride of having already consolidated the single-minded unity of the army and people and increased the capability for self-defence under the uplifted banner of Songun. The DPRK's principled stand to solve the issue through dialogue and negotiations and its ultimate goal to denuclearize the Korean Peninsula remain unchanged.

6. Neither Devil, Nor Threat,/but Victims.

Koreans are neither angels nor devils, nor the threat to peace.
Korea is not the axis of evil.

1) Japan should be inspected by IAEA, and NPT on her accumulations of excessive pluto-nium of some 5 ton to 52 tons with her own reprocessing plant. Some more reprocessing plant is about to be completed by year 2006.
Some 70 million to 700 million or more people could be killed with her nuclear capabilities.
She is ready to make the nuclear weapons someday.

2) Japan and USA, Japan and UK had a secret treaty to Japan had enslaved some 150,000 to 200,000 young women from Korea, South and North, as her military sex slaves and eventually killed most of them. She did not pay any reparations and compensations until today. She is morally dangerous to Koreans, both North and South.

3) Japan had colonized Korea and had forced slavery labour of Korean, both men and women. She did not pay any compensations, or reparations to the individual victims.

4) "Freedom" means the freedom to have peaceful nuclear energy and power from the nuclear power plant, in North Korea.
US should help complete the nuclear power plant in Shinpo under KEDO. If US cannot, then US should not play the obstacle for construction.

5) N. Korea is not a threat to peace in the US. She does not have the capacity to kill 300 mil-lion people in the land of the USA. US do have the capacity to kill all 6 billion people on earth.

6) There is a false manipulation that N. Korea is regarded as a threat to USA. One should stop witch-hunting of N. Korea.

7) One should not victimize N. Korea or even S. Korea for the benefit of the powerful coun-tries.

8) Outposts of tyranny are many. One should stop victimize North Korea for the interests of the other countries.

9) US should stop the economic sanction against North Korea. US should support Kaesung Industrial Park and give N. Korea a status of Most Favoured Nation.

10) S. Korea should be able to have the legitimacy for reprocessing plant in a near future.
Nuclear Free Korea of 1991 should be revised as soon as possible in a way that the de facto situation is properly reflected.

Chapter 2 Peaceful Reunification and Scapegoating

Axis of evil and axis of good is the theological statement, and it should be judged by God, the creator, and God of Justice and Peace, not by some political leaders for the egocentric inter-ests of their small group of people.

Democracy and freedom is not the result of massacres of the tens of thousands of people with super advanced bombs and weapons of indiscriminate killings of the non-combatants, the children, the old, the differently abled, the blind, the mothers, particularly of the other faiths.

1. Victimization of the weak
November 19, 2003, YMCA,Korea had a chance to invite Ambassador Thomas C. Hubbard of USA to the roundtable for dialogue.

I made a keynote speech for the roundtable, and that was this:

We are deeply concerned on the strong ties and relations between the people of Republic of Korea and the people of the USA in terms of cultural, economic and political solidarity.

At the same time we are deeply concerned on the security of Korean peninsula.

Solidarity means that Korea and USA suppose to respect mutually for their security and pros-perity. Any forms of preemptive attacks (with nuclear weapons, weapons of mass destruction, Tomahawk, JDAM, and Predators etc.) on any targets of Korean peninsula would endanger the lives of the people and any kinds of the use of weapons against anyone would result in the massive killings of the people, the natives in Korea both north and south, and the massive de-structions of the cities. Statement made by President George W. Bush on preemption in Feb. 1, 2002, and his speech on the axis of evil(Jan.29,2002) actually endangered and critically threatened the peace and security of the peninsula with psychological paranoia. We would welcome the kind of new statement by the USA, that the US would not apply any preemptive attacks on the targets in Korean peninsula, including North Korea, and the US would like to delete the names of DPR Korea in the list of the axis of evil and in the list of the countries supporting the terrorism. North Korea is no longer the axis of evil. People in North Korea have their own standard of morality of very high standard in their own sense.

FRIEND, NOT ENEMY

She is trying very hard to be the genuine 'friend' with Americans and South Korean and Japa-nese. She is ready to join the axis of good, immediately. Now is the time that the USA would like to have the non-aggression-treaty and peace treaty, or at least any written forms of state-ment for non"]aggression, and then normalize the diplomatic relations with DPR Korea. Peaceful solution for the conflicts may be achieved by designating DPRKorea as one of the Most Favoured Nations(MFN) like the case of People's Republic of China. Communist China had been one of the significant enemy of the USA, psychologically, and or unofficially, but now China is the Most Favoured Nation of the USA, as a trade partner. USA will definitely get the advantages by having 23 million North Korean to be the friendly partners of trade. North Korea is not the most dangerous nation with the most dangerous weapons of mass de-struction.

Most dangerous weapons like hydrogen bombs, plutonium bombs, uranium bombs, Bio-Chemical weapons had been produced by USA, Russia, UK, China, France, Israel, India and Pakistan, etc. North Korean capacity on nuclear weapons seem to be ambiguous, and defi-nitely she is not the most powerful nuclear weapon haves. She does not have 10,000 nukes like Russia, or USA. People tend to make artificial enemy of their own, and label North Korea as one of the most dangerous nations with the most dangerous weapons of mass destruction. This is simply a psychiatric illusion. Some people need psychiatric therapy to learn to make friends, instead of making enemies around the world.
Almost every thing has become normalized between Vietnam and USA since 1975.

More than 2"]3 million people killed since the French occupation of Indochina, and conse-quently by the American Forces during the time of Vietnam War, but now there is a normal diplomatic, and friendly relations between Vietnam and USA, and France.

Applying the economic sanctions against DPR Korea for more than 53 years since January of 1950, actually threatened the life of the people, people's security and the human rights of the people. North Korean became the one of the most 'endangered species' on earth and Rev. Kang Young Sup, the Chairperson of the Korea Christian Federation said that 'some 3.5 mil-lion people died of hunger since 1996'. It is about time to lift the economic sanctions against DPR Korea. Applying economic sanctions against North Korean people and the nation is one of the major cause of the violation of human rights.

The mismanagement of the national economy under the globalized free market economy may be one of the reasons, but not the only reason, for the poverty and famine.

North Korea badly need electricity and energy, for food and agriculture and the industry, and she has the right to have Light Water Reactor in Shinpo area in 2003 according to the agreed frame work in Geneva in 1994. International community should understand the nature of the cause of the poverty, malnutrition, hunger and death of the people and its direct relation with electric power shortage, caused by not completing the construction of Light Water Reactor Nuclear Power Plant in Shinpo.
President Eisenhower in the 1950s strongly emphasized the peaceful use of nuclear energy and help the countries without nuclear power plan, build the reactors. He was the one prolif-erated the nuclear energy technology and the materials.

South Korea should be able to supply some 500,000KW(e) electricity every year to North Ko-rea for peaceful reconstrctuction of the economy. South Korea has surplus electricity. Peace may come when the haves share what they have with the have"]nots, including nuclear power plants and nuclear electricity.

Military means including nuclear weapons, and Depleted Uranium cannot guarantee thesecu-rity of the people in any part of the world.

Denuclearization of the nuclear"]haves like Russia, China, UK, Israel, Pakistan, India, Ja-pan(with tons of weapon grade Pu239) and USA should be the first step. The nu-clear"]weapon"]haves should not threaten the nuclear"]have"]nots with preemption. It is the violation of the agreed framework of Geneva in 1994. It is reported that Japan has more than 7,000 "] 52,000 Kg of Plutonium while North Korea may have 10"]25 Kg or more. North Korean nuclear capabilities have been largely exagger-ated by some people intentionally, and she became the victim of the manipulations and misin-formations and also by the psychological alienations with the witch hunting kind of theologies of the powerful.
It is true to say that many people are worrying about the possible war in Korea after May 1, 2003. These worries and the kind of situations are counter effective to the economy of both Koreas and also the economy of the USA. Standard and Poors is watching the country risk level of investment in Korea.

It is about time to open the way for economic prosperity of USA, South and North Korea, by normalizing the diplomatic relations, with economic cooperation possibly on the basis of the Most Favored Nation Status, by lifting the economic sanctions against North Korea. Declar-ing MFN does not cost any cash to give away to North Korea. North Korea need the 'free-dom' for her economic activities in the international community for her 'economic peace and security'. People in North Korea has the right for freedom from hunger, which can be achieve by lifting the economic sanctions against her, and respecting the ways and means to have energy, and electricity.

Security may be achieved by oral, and written guarantee and by the ratification in the House and Senate. President George W. Bush can come out and persuade the people to pass the law in the House and Senate on the security guarantee, non"]aggression treaty, and peace treaty. These efforts will bring North Korea into the free and democratic international community with no war and terrorism.

Some worry that North Korea, someday, may like to sell nuclear weapons in the Wall Mart like cellular phone, notebook computer, or baseball.

They say that USSR lost some ten nuclear bombs in the missiles. They say that USA lost some 2,000 kg of weapon grade plutonium( for possibly 260 bombs of Nagasaki type), long, long time ago. The question is who are the ones that proliferates the nuclear weapons. Probably the answer may be that the ones who have many nuclear bombs since 1945.

Who are the most dangerous nations with the most dangerous weapons?

More important thing than written guarantee, or assurance, is 'mutual trust' for peace. And mutual trust does not come by 'Complete, Verifiable, Irreversible Dismantling(CVID) nuclear programs in North Korea.

CVID is based on mistrust. When you have mistrust, you cannot trust CVID.
Where there is no mutual trust, anything can be turned into the more dangerous weapons than nuclear weapons.

Mutual trust should be based on sacrificial love for others. If you cannot love your neighbour near by, how could you say you love God who is far away.

President George W. Bush said, "I loathe him (Kim, Jong Il)". It is about time for Mr. Bush to say that, "I love him" in a spirit of Jesus Christ, who encourages us to love our enemy. This single statement of love would in fact solve the most of the problems of war, terrorism, and insecurity in the Northeast Asia.?

2. A Story of Life in Korea.
This is my personal testimony of life and also the testimony of my people in the historical struggle for justice and peace and the fullness of life in Korea.

My ancestors were the natives in the peninsula of Korea for thousands years. Korea has been a country of indigenous religious traditions and ethos.

1894 Tonghaks fought for the oppressed people against the corrupt Korean government forces under the control of Japanese colonial forces, and they were defeated. Some 200,000 people of Korea were killed.

<First Mistake>
In 1905, Japan and Taft, then the Secretary of State, the United States agreed to have Korea become a colony of Japan and the Philippines a colony of the U.S. Christians fought against colonial Japan mostly with non"]violent means and some 27,000 people were killed on the March First Independence Marching in 1919. Some 130,000 to 200,000 young Korean women were recruited and abused as Japanese Military sex slaves during the Pacific War. They were called the Comfort Girls, but actually, they were forced slaves for sexual entertain-ments by the Japanese soldiers in the Pacific and in Manchuria, three provinces of China. Is-sue today is 15 women abductees, but there were 200,000, before.

<Second Mistake>
In 1945, the U.S. divided Korea into two for their interests and they hired a person like No, Duksul as the head of the Police Force under the U.S. Military Government in South Korea. No was the notorious torture specialist for the Japanese Colonial Government, which totally disappointed all the people except the pro"]Japanese traitors at the time. Military and Gov-ernment were reorganized through pro"]Japanese people by the U.S.; national leaders like Kim, Ku, Prime Minister of the Interim Korean Government in Shanghai before the fall of Japan, were absolutely not respected, rather ignored by the U.S. Military Government. Later Kim was assassinated by An Dohee, allegedly a member of Bakweesa (??? White Dress Society of As-sassins). The Bakweesa killed many anti-Japanese Activists like Chang, Duksoo, Yeu, Woon-hyung amongst others. Rhee, Seungman, became the first president of South Korea. He re-ceived M.A. from Harvard, and Ph.D. from Princeton University

North Korea became a socialist country with leadership supported by the U.S.S.R. The core leaders were Presbyterians like Rev. Kang Ryangwook, with their ancestors were slaves and servants(Jong), the grave keepers, for life and for decades, maybe for hundreds years.

Kang was the graduate of Pyongyang Theological Seminary founded by the missionaries of the Presbyterian Church USA, and the professors were Rev. Samuel Moffett, and other American missionaries. Rev. Kang was the graduate in 1928, and he became then the secre-tary of the land reform committee in 1946, and later he became the Deputy Prime minister, and Rev. Kim Changjun, Methodist minister, graduate of Garrett Biblical Institute, and Evans-ton College, during the time of Japanese Colonial Rule, and he has been a professor of Chris-tian Ethics and Practical Theology at Hyupsung Methodist Seminary in Seoul. He moved to North Korea and became a vice chairperson of the People's Supreme Parliament.

<Third Mistake>
In 1948, 30,000 civilians were killed by the U.S. Interim Military Government's forces, and Se-ungman Rhee's Regime consecutively, under the operation "Red Hunt", but there were in fact only a few hundred Communists, and almost all of those killed were innocent victims. After some 52 years, officially South Korean Government and Parliament admit the fact that it was the mistakes on the part of the government.

<Forth Mistake>
Dean Acheson, former U.S. Secretary of State, in January of 1950, declared the Acheson Line excluding South Korea, for the defence perimeter of the U.S. Russia"]supported N. Korean forces tried to conquer the South with the expectation that U.S. forces would never join the defence of South Korea, and more than 2 million people were killed and countless people wounded in the Korean War. It is a mystery why the Acheson Line was declared 5 months be-fore the war.

Stalinistic massacre went on in Russia and ended up killing 6 to 16 million people, and that in-fluenced the Korean situations under heavy Russian hegemonic influences in many ways.


Pyongyang to Seoul

My own family moved down to Seoul from Pyongyang in 1944, and joined the organizing work of Youngnak Presbyterian Church, now the largest Presbyterian Church in Korea. The GNP per capita before the 1970s was about $80"]300(US).

We were the poorest of the poor in the world at that time. My family members had tubercu-losis and I join the group for four years. Before Rhee, Seungman, Methodist elder, resigned, he killed some 200 students and citizens who stood against his totalitarian and corrupt regime.

Military generals(Buddhists) out of coups ruled the country from 1961 to 1992, for almost 30 years and many people suffered under the dictatorial terrorism. It was a scandal that Park, Junghee, coup leader, who then became president, was formerly an officer in the Japanese Imperial Army, and had chased and killed the patriotic leaders for independence.

Youngbyun AirCampaign and Division Psychosis
It was reported that in June 17, 1994, the U.S. had a plan to air campaign Youngbyun, North Korea, but cancelled it 60 minutes before.

U.S. Forces still have the same and more advanced plan of OPlan 5027, 5029, 5030 until this day.
In 1997"]8, we had to go through an IMF bail out where the country was on the edge of bank-ruptcy under the free market system with mono"]polar American hegemony. 3.5 million peo-ple died of hunger in D.P.R. Korea which became the target of Confinement tactics against the socialist North Korea, by the liberal free market capitalists. The U.S. have applied eco-nomic sanctions against North Korea since January of 1950. The hunger situation has been amongst the worst in the world.

Before 1945, Pyongyang was called 'Jerusalem', where the largest numbers of churches and Christians enjoyed the abundant life in Christian faith. I once asked my mother, "Why then do they go for Communism?" My mother replied, "TheChristians did not have proper faith in Jesus, that's why." Probably, the Christians were not a liberating force for the poor and the oppressed, except with their paternalistic and piece meal charity services. Some Christians joined the structural revolution with socialist political economy, and then they became the en-emy of the capitalistic people including church-goers with capitalistic interpretations on Jesus. Hate became the psychosis level of post traumatic stress disorder. I call it "Collective Phobia Division Psychosis". Healing is necessary. We are working very hard for the healing of this evil psychiatric "hate syndrome" against each other.

Since 1986, North Korean Churches of the Korea Christian Federation and National Council of Churches(South Korea) have been working closely for reconciliation, peace with justice and liberation of the oppressed people. More food has been given to the hungry in North Korea by Christians from all over the world, than by any other people. We are slowly building the confidence and trust for better relations between Christians in the South and the Socialists in the North. The late, Rev. Koh, Kijoon, then the secretary of the Korea Christian Federation, North Korea, asked us to be the peacemakers, rather than trying to be the personal evangelists for North Koreans. They would like to do the evangelism for the people in the North. Rev. Koh said that they would never give up the socialist alternative, and that they are socialist Christians. They read the Bible from their own socialist perspectives.

Christians in South Korea should learn more from the different perspectives in order to over-come the sinful gap between the rich and the poor in the free market economy of no human face. The massacres in many parts of Korea should be prevented in the future.

Christians should learn more to support the suffering people in the world, and learn to respect them, in the spirit of jubilee political economy in Leviticus, chapter 25, and in the Lord's Prayer and the Gospel of Luke, chapter 4.

Without revolutionary structural changes in the liberal market economy of the Brettonwood conference of 1940s, there would be almost no hope for genuine peace with justice to the poor in the future.

Japan should pay the reparations and compensations to the people in North Korea for their colonial exploitations, kidnappings of women for the Japanese military sex slavery and terror-istic killings during their 36 years of colonization. Japan should stop military build-ups, in-cluding those of nuclear capabilities with 7 to 5 tons of plutonium, and preparation for space wars with H2A, and stop sending combat troops to countries outside of Japan for any reasons.

3 Against Proxy War for Victimizations
The United States of America should stop economic sanctions and stop calling North Korea an enemy, and should create a peace system for reconciliation with North Korea. No super-powers should use the land and people of Korea for their hegemonic proxy wars anymore.
One of the main cause of the war in Iraq was the occupation of Kuwait for oil by the British in 1914. We should be prepared to resolve the confrontations and conflicts with reconcilia-tions, both religious and economic, and with ecological cooperation for life, against ecological killing, i.e., ecocide.

4 The Strategies for Life
Christians and the people of other religions in Asia should raise as to their role as catalyst and facilitator for peace and justice in the new world of the 21st century. It is the matter of life and death. The strategy for life and death for people (minjung, ??, el pueblo, Ang Sambayanan, Inmien, ??, Renmen) should be developed and planned for the future of ecosphere.

Problems
It has been critically important things to see the relations between the Christians and the peo-ple of other religions in Asia in a contemporary world of injustice, inequality, poverty and the oppressions of various kinds of inhumane "so"]called free market economy" of the dominant countries and races who have some sorts of the religious .perspective of annihilations and massacres that they think that the killings of the people of other perspectives and religions can be justified, and will be justifiable.

The relationship between the Christians and the people of other religions should be more co-operative one for liberating the oppressed people and to transform the world of injustice and exploitations, and massacres of the weak into the world of peace, justice, sharing and love.

5. The culture of massacre and annihilations of the natives
<Fifth Mistake>
Robert McNamara, formerly the Secretary of Defence of the United States said that,
"We, of the Kennedy and Johnson administration who participated in the decisions on Viet-nam acted according to what we thought were the principles and traditions of this nation. We made our decisions in light of those values. Yet we were wrong, terribly wrong. We owe it to future generations to explain why."

"One reason the Kennedy and Johnson administrations failed to take and orderly, rational approach to the basic questions underlying Vietnam was the staggering variety and complexity of other issues we faced. Simply put, we faced a blizzard of problems, there were only twenty"]four hours in a day. And often we did not have time to think straight."

This is his confession after the death of some million native people in Vietnam and Indochina and some 51,000 American young and old people for the war in Vietnam. The natives were mostly Buddhists with different ideologies, or world views.

One of the under girding theories used in Indochina was the "domino theory", but it did not prove to be effective one to explain what happened in Asia. Some are talking about nuclear domino theory today in the Northeast Asia, but Japan is a nuclear regime already, which has nothing to do with North Korea's nuclear capabilities.

Some strategies, like Casper Weinberger, former Secretary of Department of Defence, USA, said that after the Gulf War, the next war would be the war in Korea.
What can be done by the people to defend the native weak from having another war of mas-sacre and annihilations?

6. Future War and the Clash of Religions
Samuel Huntington of Harvard University seems to suggest the future war against the United States would be the war between the Christian Civilizations of the United States, Europe and the Confucian Civilizations of China, North Korea etc.

Some say that there will be harmonies, reconciliations and cooperations between the civiliza-tions instead of wars and conflicts and clashes.

The Christians did not play the effective role to defend the life and the rights of the weak na-tives, and did not develop the effective strategies and the praxis for the liberation of the victims. Rather most of the times, they joined, intentionally or passively, in killing the peoples of other religions, other ideologies and the natives.

7. Demon Hunting Theologies and Witch Hunting Theologies
<Sixth Mistake>
Colin Powell said, after the dissolution of the USSR in 1991, that "I am running out demons. I am down to Castro and Kim, Il Sung."

In the 16th century, Catholic Church killed many women as they tried to kill the demons and Satan in the women. Now we know the women who were killed at that time were rather prophetess with the spirits of justice and peace and liberation, based on the Biblical teachings of Esther and Amos. Colin Powell's concepts of demon should be re"]examined for decon-struction and reconstruction for the alternative options. Powell's concept should be suspected for the peace of the world. Conversion is necessary for those demon"]hunters and witch"]hunters in the 21st Century.

8. Enemy"]making and the Hermeneutical Problems
How can the Christians deconstruct the ideologies, practices and theologies of oppressions by enemy"]making people with super"]power's hegemonic expansionism based on primitive ego-ism?
China is not the enemy of the USA. North Korea is not the enemy of the USA and or South Korea. China, USA, DPRK and ROK, and other countries are, and can be all friends for peace and welfare in the 21st century. One should identify the causes of the enemy"]making mentality.

9. The Next War: North Korea
<Seventh Mistake>
Super powers came to Korea and colonized Koreawith Taft"]Katsura Secret Agreement(1905) between USA and Japan, and United Kingdom and Japan had the same agreement. In 1945, Japan should have been divided into two for their war crimes, but General MacArthur of the U.S.A. divided Korea into two, which was unjust thing and which made Koreans double vic-tims by Japan and USA. More than 5 million people were killed and or wounded in the War because of this unjust divisions by the USA. Clinton Administration had a plan to air cam-paign North Korea on June 17, 1994, and cancelled the plan, 60 minutes before the D Day H Hour. Bush administration has more war"]mongering hard utopian strategies with nuclear weapons that can annihilate all the people of the world.

10. Hard Utopia, Soft Utopia and the Natives' Utopian Struggles for liberation
Hard Utopianism and Soft Utopianism are not the answer. But the natives are still working for the historical liberation of the oppressed, for their utopian world to come in the third war. This is the task, which the marginalized people should consider to be the most urgent one among the war"]mongering super powers. Task is to deconstruct the existing polluted values, concept of peace, and justice in the minds of the people, and reconstruct the positive and just concept and strategies for the liberation of the weak natives, the aborigines, and mountain people, and the native Americans. People need to be organized for their own liberation and salvation, and Christians should play the role of assistant, facilitator, and catalyst for building the world of life, peace and justice.

11. Jubilee and the Strategies
Jubilee spirit in the Book of Leviticus, and Gospel according to Luke chapter 4:19 may show the clue to solve the problem of the liberal market economy of the exploitative economic gi-ants. Spiritual Solidarity (????) of the Oppressed people and the Christian Universities will prevail the situation of wars, massacres of the natives, exploitations of the weak, and oppres-sions in the 21st century, when the churches and the universities work together with the genu-ine experiences and praxis of converting the oppressors.

Lao Tzu said,

"When the Empire is ruled by the Tao(?,the way)
the swiftest horses are discarded like refuge
When the Empire is ruled without Tao(the way)
War horses are kept everywhere in the country sides
Use uprightness to rule the state
Use strategy with the military
But the Empire is won by non"]action(??)
The more the people have of military equipment,
The more disturbed will be the land,
The sage said, "I practice non"]action(??), and the people are transformed,
I practice meditation, and the people become righteous".
This is the advice to the Powerful.

OPLAN 5026-Air Strikes

OPLAN 5026/CONPLAN 5026 has been associated, in the available literature, with surgical strikes against North Korea that would take out crucial targets but would not constitute the initiation of a major theater war.
One scenario for dealing with North Korea's nuclear program would consist of surgical strikes against facilities believed to be involved with the production, storage, or deployment of nu-clear weapons. Such strikes might resemble the Israeli preemptive strike on the Iraqi Osirak nuclear reactor in 1981.
Using B"]2 stealth bombers and F"]117 stealth fighters the United States could strike multiple targets throughout North Korea, including the reprocessing facilities at Yongbyon. The de-ployment of F"]117s from the 49th Fighter Wing to South Korea and the deployments of B"]52s and B"]1Bs to Guam brought a significant degree of capability to the region that might have handled contingencies.
During the 1993"]1994 Nulear Crisis, defense officials within the Clinton
Administration began developing contingency plans for conducting surgical strikes on Yong-byon.
There are a variety of factors that could complicate military strikes against North Korea. First, while there a number of facilities that would be obvious targets there is a high degree of prob-ability that there are more locations than may have been previously identified making it unlikely that a single round of surgical strikes could eliminate the DPRK capability. Enough plutonium to produce roughly two nuclear bombs is still unaccounted for and the materials have most likely been located at different installations.
The abundance of deeply buried underground targets is another issue as a number of suspect sites appear to be under mountains.
The impacts associated with air strikes could be quite significant ranging from the release of radiation to a North Korean retaliation. Strikes on the Yonbyon reactor and other suspected nuclear production facilities could release radiation that could have negative consequences on the region as a whole.
Tailoring the strikes in such a way as to maximize returns but to limit the likelihood of a North Korean retaliation would be extremely difficult. The North Korean leadership is already acutely paranoid and sensitive to US military actions and might be predisposed to respond any air strikes by initiating a full"]scale war.

OPLAN 5027 is the US"]ROK Combined Forces Command basic warplan. Under Opera-tions Plan 5027 (CINCUNC/CFC OPLAN 5027), the United States plans to provide units to reinforce the Republic of Korea in the event of external armed attack.

Pyongyang can credibly threaten the prompt destruction of Seoul with conventional arms alone. The North Korean military could also establish a shallow foothold across the DMZ. However, the DPRK's ability to sustain these offensive operations, or advance its forces fur-ther to the south, is questionable.

South Korean and American air forces could quickly establish air supremacy and destroy North Korean ground forces. The ensuing buildup of US forces in Korea could reverse any remaining North Korean advances into the South, and unleash offensive operations into the North. North Korea does not require long-range missiles with nuclear, chemical, or biological warheads to devastate Seoul or to make a land grab across the DMZ. Such weapons are needed to deter or defeat an American counteroffensive into North Korea.

North Korea has about 500 long-range artillery tubes within range of Seoul, double the levels of a the mid 1990s. Seoul is within range of the 170mm Koksan gun and two hundred 240mm multiple-rocket launchers. The proximity of these long-range systems to the Demilitarized Zone threatens all of Seoul with devastating attacks. Most of the rest of North Korea's artil-lery pieces are old and have limited range. North Korea fields an artillery force of over 12,000 self-propelled and towed weapon systems. Without moving any artillery pieces, the North could sustain up to 500,000 rounds an hour against Combined Forces Command defences for several hours.

North Korea's short"]term blitzkrieg strategy envisions a successful surprise attack in the early phase of the war to occupy some or all of South Korea before the arrival of US reinforce-ments on the Korean Peninsula.

The Democratic People's Republic of Korea possesses larger forces than Iraq, and they are al-ready deployed along South Korea's border.

OPLAN 5027-74
Concerned that the US withdrawal from Vietnam might lead the DPRK to question American commitment to defend South Korea, Hollingsworth altered the focus of OPLAN 50-27 to a forward-based offensive strategy. The goal was to convince North Korea that an invasion could bring an end to its regime. The new posture moved most allied artillery, tanks, and in-fantry forward toward the Military Control Zone (MCZ), which runs five miles south of the DMZ. General Hollingsworth announced plans to strike north after these forces defeated the invasion. He assigned two brigades of the US 2nd Division to seize the North Korean staging city of Kaesong just across the DMZ, and promised around the clock raids on the North by B-52 bombers and a violent, short war to capture the capital of Pyongyang.

In 1975 Gen. Hollingsworth stated that the US had a '9-day war plan', according to which North Korea would be defeated in a few days in a violent clash with 700-800 air sorties.

OPLAN 5027-94
As of 1994 it was reported that a variant OPLAN 5027 under consideration by CINCPAC fo-cused on a scenario under which ROK forces were able to blunt a DPRK offensive and stabi-lize a defensive line at FEBA Bravo (20-30 miles below the DMZ). Subsequently, US-ROK Combined Forces Command would execute a retaliatory offensive once US reinforcements 20 arrived. A major air campaign against northern forces would be required before the counterof-fensive could begin. A US Marine Expeditionary Force (in division strength) and the 82nd Air Assault Division, along with ROK divisions, would launch an overland offensive north toward Wonsan from the east coast. Soon thereafter, a combined US-ROK force would stage an am-phibious landing near Wonsan, and advance to Pyongyang.

OPLAN 5027-96
After the nuclear crisis of 1994, OPLAN 5027 was completely overhauled, including a new agreement to ensure Japanese bases are available if the US goes to war with North Korea. The updated Japan-US defense cooperation guidelines, which the Japanese parliament approved 24 May 1999, allow the US to prepare for a Korean war by stationing its military forces in Japan and the Pacific region.

OPLAN 5027-98
Further revisions to the concept of operations were elaborated in OPLAN 5027-98, which was adopted in late 1998. Previous versions of OPLAN 5027 had called for stopping a North Korean invasion and pushing them back across the Demilitarized Zone. The new version of the plan was more clearly focused on offensive operations into North Korea. A senior US of-ficial was reported to have said:

"When we're done, they will not be able to mount any military activity of any kind. We will kill them all." The goal of the revised plan was to "abolish North Korea as a functioning state, end the rule of its leader, Kim Jong Il, and reorganize the country under South Korean control."

New priorities also focused on countering sudden chemical and biological attacks against Seoul. The South Korean military reportedly estimates that 50 missiles carrying nerve gas could kill up to 38 percent of Seoul's 12 million inhabitants.

The new plan called for a campaign against North Korean armed forces and government in-volving" defeating them in detail." The operation would be conducted in four phases: activi-ties prior to a North Korean attack, halting the initial North Korean assault, regrouping for a counter"]attack, and finally a full scale invasion of North Korea to seize Pyongyang.

According to reports, the new military plan included pre-emptive attacks against North Ko-rea's military bases, including long"]range artillery and air forces bases, if intelligence detected a hard evidence that North Korea was preparing to wage war.

Tasks performed during the Destruction Phase of the OPLAN reportedly involve a strategy of manoeuvre warfare north of the Demilitarized Zone with a goal of terminating the North Ko-rea regime, rather than simply terminating the war by returning North Korean forces to the Truce Line.
OPLAN 5027-00

According to the 04 December 2000 South Korean Defence Ministry White Paper, the United States would deploy up to 690,000 troops on the Korean peninsula if a new war breaks out.
The South Korean defence ministry described the increase as the result of a new US "win"]win strategy," which would require the United States to have the capability to fight two wars simultaneously, such as in the Middle East and East Asia.

OPLAN 5027-02
In February 2002 it was reported that the US military was updating OPLAN 5027 in the wake of the September 11 terrorist attacks. This includes a military calculation of the force needed to remove North Korean leader Kim Jung Il.

In mid 2002 a top aide to Secretary of Defence Donald Rumsfeld briefed a concept of opera-tions for striking North Korea's weapons of mass destruction. This case study in the applica-tion of the Bush administration's new doctrine of pre-emptive military action envisioned a swift attack, carried out without consulting South Korea, America's ally on the peninsula.

OPLAN 5027-04
While Patriot is the only missile defence system deployed by the US military, the Defence De-partment expects that three "emergency capabilities" for missile defence will begin to emerge in the year 2004. Those capabilities are ground-based midcourse interceptors being installed in Alaska as part of a Pacific test bed sea"]based midcourse interceptors on one or two Navy Ae-gis ships and an Airborne Laser prototype. By late 2004 or early 2005 the missile-defence test site at Fort Greely, Alaska could provide an emergency capability against a North Korean mis-sile attack, but it will be extremely limited.

OPLAN 5029 Collapse of North Korea
OPLAN 5029 [also designated Con Plan 5029] is the US-ROK Combined Forces Command to prepare for the collapse of North Korea. The plan is reported to feature preparations by the South Korean and US forces to manage an inflow of North Korean refugees and other unusual situations if the North Korean regime collapses.

In August 1999 Gen. John H. Tilelli, commander-in-chief of U.S. Forces Korea, acknowl-edged that the CFC has mapped out a scenario to prepare for the collapse of North Korea. "It would be unusual if we didn't have one, and we are preparing for any course of action," he said.

OPLAN 5030 PARANOID
References
U.S. urged to withdraw new war scenario KCNA 19 Jul 2003. A spokesman for the Commit-tee for the Peaceful Reunification of the Fatherland issued a statement on Friday in which he urged the U.S. Defence Department to immediately withdraw "Operation Plan 5030", a new war scenario it recently worked out for a war of aggression against the DPRK.

In late May 2003, Secretary of Defence Donald Rumsfeld directed military commanders to develop a new approach for conflict with North Korea, Operations Plan 5030. Critics of the plans provisions claim that it blurs the line between war and peace. Under the draft plan, US Forces Korea would conduct pre-conflict manoeuvres to draw down North Korea's limited military resources. This might place such stress on the North's military that it might provoke a military coup against the country's leader, Kim Jong Il.

According to Auster and Whitelaw, options available under OPLAN 5030 include flying RC"]135 surveillance aircraft closer to North Korean airspace, provoking the DPRK to wear out scrambled interceptor aircraft and burn up jet fuel. Under another gambit, US commanders might stage a surprise or short-notice military exercises, provoking North Korean forces to disperse to [or from] bunkers. This could disclose details of DPRK war plans, and deplete re-serve of food, water, and other materiel.

The initial draft of 5030 included a variety of operations not included in traditional operational war plans, such as disrupting financial networks and strategic disinformation activities. Indeed, the entire OPLAN 5030 story might be part of such offensive information operations, creat-ing a bewildering wilderness of mirrors for the historically paranoid North.

Joint Statement International Consultation of churches on the role of the churches in the process towards a peaceful reunification of the Korean Peninsula:
Arnoldshain, Germany, 15 March, 2004 sponsored by

the Evangelical Church in Germany (EKD),
the Protestant Church in Hesse and Nassau (EKHN) and
the Association of Protestant Churches and Missions in Germany (EMW). 

1.2 This meeting stands in the dual tradition of the conferences sponsored by the WCC which took place in Tozanso in 1984, in Glion / Switzerland in 1986, 1988, 1990 and in Kyoto / Japan in 1995 and of the bilateral German Korean consultations held eight times be-tween 1974 and 2001. This consultation also drew on the experiences of previous meetings between Christians from the South and the North of Korea in Germany during the Evan-gelische Kirchentag in Berlin (1989), in Leipzig (1997) and in Frankfurt (2001). 

1.3 The participants remember with joy and gratitude these historical meetings as well as the more recent visits of Church delegations from Germany, Canada and the U.S. to Democratic People's Republic of Korea (DPRK) in the past two years.

2.1 While the division of Germany was a consequence of World War II, at the end of Japa-nese colonial rule Korea became a victim of the Cold War confrontation which led to the divi-sion of the peninsula. In spite of the ideological confrontation during the cold war, Germany was spared the fate of an inner-German war, while the division of Korea led to the 1950?53 Korean war, and the peninsula remains divided to this day.

2.2 The participants acknowledge the contribution of the Protestant churches towards over-coming the division of Germany in a peaceful manner and the experiences that were made in connection with the reunification of the country after the opening and the fall of the Berlin wall in 1989.
They note the difference between the situations of Germany and Korea and that the German model of reunification is not applicable to the Korean peninsula. They recognize the fact that the Churches in both German states had a social and historic significance which was much different from the significance of the Churches in both sides of Korea.

2.3 Germans understand from their own experience, that the forcible division of Korea con-tinues to cause great suffering for innumerable families and is felt as being an unnatural condi-tion. They know the yearning for national self-determination and understand the aspiration to be free from the permanent threat of military confrontation.

3.1 The division of Korea remains both a tragedy for the Korean nation and an extremely volatile threat to world peace. The encouraging inter-Korean rapprochement resulting from the June 15, 2000 Joint Summit Declaration suffered a serious set-back by the hostile posture of the present U.S. administration which defined the DPRK as part of an "Axis of Evil".

Along with the new U.S. national security strategy of pre-emptive first strike, the people of Korea feel insecure and threatened. Moreover, many view these steps as deliberate attempts by the U.S.A. to frustrate the Korean people's movement towards national sovereignty and reuni-fication. The participants urge the USA to change its confrontational and hostile policy against DPRK, in order to help create a climate conducive to peace and security in the region.

3.2 For over eighteen months now, the U.S.A. and the DPRK have been locked in a danger-ous showdown over the DPRK's nuclear program. The impasse has prevented the DPRK from fully participating in several multilateral form.

It has dramatically decreased humanitarian assistance from the international community and has denied the DPRK the benefits of normalized relations with countries such as Australia, Canada, the U.K. as well as the European Union.

4. Nevertheless the participants foresee signs of hope.

4.1.1 The participants are convinced that people-to-people contacts, communication and the mutual exchange of ideas between the northern and the southern parts of Korea can build an atmosphere of trust. In this context they acknowledge the role of the Churches in both sides of Korea in overcoming hostility and antagonism.

4.1.2 The participants have been heartened to note that since the Joint Summit Declaration there has been an intensification of confidence-building measures.

4.1.3 The Churches and their regional and international organizations could provide space for encounter, organize visits and contribute to overcoming mutual prejudices and fears.

4.2.1 The DPRK and the USA should immediately enter into bilateral negotiations including the nuclear issue. The participants are hopeful that the Six-Party talks can contribute very sub-stantially to easing the political tension in Northeast Asia.

4.2.2 For this purpose, the countries involved must respect the national sovereignty of the Korean people and commit themselves to ending the state of armistice, to defusing the ten-sion on the peninsula and renounce the option of a pre-emptive strike.

4.2.3 All churches in ecumenical solidarity with their sisters and brothers in Korea can encour-age this process by reflecting together on peace, engaging in common prayer and reinforce their advocacy for establishing Just Peace on the Korean peninsula and in the region.

4.3.1 The participants are convinced that stronger cultural and economic co-operation with the DPRK as well as the expansion of just development aid and the continuation of humani-tarian aid can bring about stability in Northeast Asia.

4.3.2 Therefore the participants urge strongly that sanctions against the DPRK must be im-mediately lifted and the general conditions for the development activities of NGOs and church aid agencies must be improved.

4.3.3 The churches, their regional and international organizations as well as their development and aid agencies can strengthen their commitment in an endeavour to let emergency assistance become more and more an assistance for self-help development projects. Such longer term as-sistance must not be at the expense of the ongoing emergency humanitarian aid particularly at a time when the international community is unable to meet the appeals for the DPRK made by the United Nations.

4.3.4 Following the groundbreaking Tozanso framework, the churches should consider the creation of a Forum for information and resource sharing, networking and advocacy strategies. This forum should provide for the widest participation by all interested church agencies and organizations and an active role by both the NCCK and the KCF.

4.3.5 The participants urge the European Union and Germany, in particular, to play a con-structive role in promoting the peace and reunification of Korea, noting the good relation-ships which they have established with Korea. They should increase their humanitarian and other aid to the DPRK and , with a view to promoting better ties, explore all possible ex-change possibilities with the people and the government of the DPRK.

4.3.6 The participants welcome the long relations between the German Protestant Churches, the NCCK and KCF and urge that these important ecumenical activities continue. The par-ticipation in these encounters should always involve women and youth.

4.3.7 The participants believe that the international situation in North East Asia requires con-tinued vigilance by the ecumenical community and recommend that the CCA and the WCC initiate appropriate actions and responses as necessary.
